Following the Cairo Workshop in March, Dr. Talaat Abdel-Malek, co-chair WP-EFF, has been leading the process to put capacity development on the agenda at Busan. There is now some urgency to put forward a concrete proposal for consideration by the WP-EFF, following the call for "Building Blocks" involving action-related, multi-partner initiatives to implement post-Busan. A deadline of 2 September 2011 has been placed on submitting proposals.
In light of the tight timetable, UNDP and WBI has prepared an early outline to facilitate a multi-partner submission on capacity development that focuses on putting principles into concrete practice. Dr. Abdel-Malek has acted as a sounding board and endorsed the proposal to the WP-EFF, pending confirmation of support by country partners. Strong southern leadership of this initiative is critical if it is to tackle the on-going challenges to achieving country-driven, results-focused capacity development.
This email and posting therefore seeks your review and endorsement of the attached outline for submission to the WP-EFF by 2 September. Endorsement from country partners is of particular importance to bring the CD theme into the Busan agenda. Following this, significant discussions by partners would then be required over the next month or so to develop this into a full proposal.
