In a nutshell: 
"New and more long-term/sustainable coordination arrangements for LenCD are expected to be agreed upon during the LenCD partners’ meeting in the first quarter of 2011. To bridge the gap between now and then, the LenCD senior advisor will be responsible to keep the momentum on all LenCD critical areas of work, lead the preparatory work for the partners’ meeting, facilitate discussions and the shaping of the new LenCD agenda for 2011/2012 at the partners’ meeting, and represent LenCD at the Cairo meeting at the end of March, where the LenCD agenda for the HLF4 will be shaped." Let me also thank you for your interest and engagements of the last year. Indeed the Kigali meeting, 10-12 February 2011, is expected to adopt a work programme for 2011/12 and renew the steering and coordination arrangements for the network. We will further invite your views and ideas in preparation for the LenCD Assembly to improve workings, shape a common vision and undertake many concrete collective initiatives to further learning and changed practice in capacity development.

Objective of the assignment:
 
New and more long-term/sustainable coordination arrangements for LenCD are expected to be agreed upon during the LenCD partners’ meeting in the first quarter of 2011. To bridge the gap between now and then, the LenCD senior advisor will be responsible to keep the momentum on all LenCD critical areas of work, lead the preparatory work for the partners’ meeting, facilitate discussions and the shaping of the new LenCD agenda for 2011/2012 at the partners’ meeting, and represent LenCD at the Cairo meeting at the end of March, where the LenCD agenda for the HLF4 will be shaped.

Duties and Responsibilities

1. Act as primary contact and facilitator for LenCD
  • Represent LenCD in partners’ meeting and events
  • Facilitate Steering Group decision making and follow up to strategic advice
  • Keep partners continuously informed and engaged on LenCD initiatives
  • Take the lead in guiding several work streams together with assigned focal points, including support to:
  1. the development of the Africa Platform for Development Effectiveness as pertinent
  2. the LenCD Africa group in developing a regional initiative on CSO-Government interface capacities
  3. the further conception for the development of a CD learning package
  4. the rationalization of the CD knowledge architecture and LenCD niche KM products and services
  • Pursue resource mobilization and identify opportunities with partners to engage
Deliverables :
  • Reviewed draft of the CD Learning Package
  • Plan for moving the agenda on rationalising the knowledge architecture and rolling out learning systems
2. Support the organisation of the LenCD partners’ meeting  
  • Guide the LenCD Task Team in the process of preparing for the LenCD partners’ meeting, including providing options for the approach, organising regular meetings of the Task Force, preparing the required documentation for discussion at the LenCD Assembly, etc.
  • Support the organisation of LenCD partners’ meeting, working with the LenCD project manager Lead the LenCD strategic partners (reference group) consultation process on LenCD critical issues, leading up to the LenCD partners’ meeting
  • Take the lead in the organisation and facilitation of the workshop on ‘Ways of engaging with and within LenCD – a LenCD charter’ at the LenCD partners’ meeting
  • Act as the primary focal point at the LenCD partners’ meeting
  • Facilitate the decision making process during the partners’ meeting, including decisions on new steering arrangements and coordination, priorities and workplan (together with LenCD team and partners)
  • Work with the LenCD project manager to translate the inputs of the partners’ meeting into the LenCD workplan for 2011/12
Deliverables:
  • Successful LenCD partners’ meeting Successor arrangements for steering and coordination
  • Agreement on LenCD governance structure
  • an operational work plan for 2011/12 based on the partners’ meeting
3. Support the ‘Road to Busan’ process on Aid Effectiveness
  • Collaborate closely with the OECD/DAC and CD Alliance in the process of finalisation of the CD perspective papers by supporting the peer review process
  • Provide support for the preparation of the ‘synthesis report’ and facilitation in the peer review process as appropriate
  • Maintain close relations with WP-Eff and selected clusters, in particular Cluster A, and promote inputs into the Cairo and Busan meeting processes, through LenCD engagement
  • Participate in the Cairo meeting 28/29 March 2011 on behalf of LenCD
  • Provide support in the articulation of the ‘Cairo consensus’, as pertinent and required
  • Help identify and articulate opportunities, initiatives and the process leading to Busan
  • Further position LenCD as partner in the Aid Effectiveness debate identifying and articulating its added value
  • Consult with LenCD partners to articulate LenCD contribution to Busan HLF4 process
Deliverables :
  • 5 perspective papers to feed into the Cairo ‘synthesis report’ process
  • Articulation of LenCD contribution to Busan HLF4
