Window Tidy lets you quickly and easily arrange your application windows on your Desktop onto a customisable grid using nothing but drag and drop! When you want to reposition a window, there are no hot-keys to remember or menus to click, you simply drag and drop the window onto customisable pop-up Layout Icon and it will instantly snap to that layout. It also works seamlessly over multiple monitors too!
Please note, Window Tidy is an assistive application and requires the system accessibility setting "Enable access for assistive devices" to be turned on. Window Tidy checks this setting and shows novice users how to adjust it if required

Window Tidy is a great utility that lets you re-arrange your windows. With this app, you can create custom layouts. These layouts are ways in which active window will be resized or re-arranged. By default there are four layouts available. You will see them when you start dragging a window. If you drag a window to one of the layouts (the layout will turn green when you are doing it right), the layout will be applied. The default layouts re-arrange the window to fill the entire screen, half of the screen on the left, half of the screen on the right, or centered in the middle of the screen.
Window Tidy can do much more than that, though. I like that it lets you apply a layout by either dragging the window or by calling the feature with a hotkey. You can assign a hotkey to each of your active layouts.
There are some limitations to what Window Tidy can do. For example, there are windows that have minimum and maximum size values, and Window Tidy will not be able to resize those. You will see an error message when something like that happens.

It is possible your windows can do this: flip in your lower window (find something to rest it on so you do not have to hold it), then slide the upper window down, and see if it has the sliding tabs on the top that will allow it to flip in just like the bottom one does. Ours do this. It is kind of awkward, but makes both outside panes accessible.

If it is tempered glass, the same procedure is possible if the glass seal can be reached for drilling (this is possible for most windows that can open and close: they'd get drilled from an edge). Check the glass for a frosted or white color marking showing if it is tempered.
Since this is a DIY advice site I can direct you to . The DIY kits mentioned above are over $200, and can't be rented and returned. But really you're probably better off finding a local service company that can do this, possibly with even better techniques.
I have had the same problem with vinyl frame windows. There is nothing you can do except replace the window. With vinyl windows, you can usually replace the entire sash quite easily. Contact the manufacturer or the contractor that did the orignal install. Most manufacturers offer a warranty against fogging for a certain number of years, so be sure to check that as well.
I actually took my windows to a glass shop. They removed the glass and replaced it with a new double pane in the original vinyl sash. This might be cheaper than purchasing a whole new sash, or if the model has been discontinued.
