I have the last version 15.2.0, but the site says a new version is available (0.16), and gives a download link for windows, but it leads to an empty content page:

Where can I get a new(est) windows binary

The latest version is 17 as per readme on main page of repo, and it depends on nix package manager which isn't available on windows.

Although there's chocolatey install method there.

FYI
