Connection of Mainframe with the Legstar

Hello,
I have few queries that regarding the use of the Legstar.
1. Can we connect directly (using Legstar) with the COBOL Program without using CICS.
2. Can we run and/or connect to COBOL Program on Windows platform
Please be informed that I have no knowledge of the Mainframe
