Accessing COBOL program

Hello,
I Have some issues that I need to make it clear.
1. Using Legstar , can we access a COBOL program resting windows machine? if yes,How?
2. Using Legstar, can we access COBOL program without using CICS ? if yes How?\
3. Is it necessary for the COBOL program to be in the mainframe for connection with Legstar ?
Please be informed that I have no knowledge of Mainframe and I am new to Legstar who is figuring out feasibility of Legstar in my Project.
