Parse fails OCCURS and DEPENDS

The attached CCB fails a parse on lines 104 and 129 with  "unexpected token '.' expecting DEPENDING_KEYWORD"

The culprit lines contain OCCURS 0 TO 1 TIMES.

Looks valid to me. Any ideas?
