EBS 7.3 data streams and parallelism problem

Hi

My problem statement is this

I've a v440 with an L500 tape library with 2x LTO3 drives. I am
trying to
configure EBS (version 7.3) backups to write 4 save sets to
each drive simultaneously.

Currently I can only get it to write 4 save sets
to 1 drive or 2 save sets to 2 drives. Attempts at reconfiguring the
numbers of target sessions and changing server parallelism have not
worked.
I never see a fifth savegroup running

If I try to increase server parallelism value beyond 4, EBS complains
its "out of range"

Currently my config is set up with these values

server parallelism = 4 (I cannot set this above 4)
save group parallelism = 8 (have also tried 4)
client parallelism = 4 (thinking this is over ridden by the group
parallelism)
devices target sessions = 10

Can somebody please advise if what I want to achieve is sensible?

You *do* need to change your server parallelism as it overrides all parallelism settings (see p. 26 here: http://192.18.109.11/819-4974-10/819-4974-10.pdf for a detailed discussion).  the question is why you can't change the server parallelism. a quick search of the error in the EMC KB finds nothing. What licences do you have in place?
