commencement of business under new CA 2013

Hello Friends,

I have a query regarding INC 21 for Commencement of Business by a New Company under CA 2013

this has been mentioned that new Company has to file INC 21 for commencement of business with ROC within 180 days 

my question is whether the Company has to file INC 22 again if the same has been filed already at the time of Registration and there is one head in INC 21 regarding Particulars of Stamp duty (what is this ?)


please provide me the BR for such Authorisation and also guide me on this INC 21
