Tarique Mohammed will discuss the Bombay Prevention of Beggary Act, 1959.
 
1. Online copy of the act can be obtained here. This link is for the Delhi govt website which provides the Act as extended to the National Capital Region in 1960.
 
2. This act has come in for a lot of criticism, especially recently following the Delhi government's attempts to clean up the beggars from the streets in order to beautify it for the CWG 2011.  Here is an article from Frontline magazine that discusses the law, "Poverty as crime"; here is Harsh Mander's article in The Hindu, "The war against begging" and here is a news article on the petition in the Supreme Court challenging this law, "Bombay Prevention of Begging Act Challenged"
 
3. Tarique himself maintains two blogs, where he writes frequently on his encounters with the homeless, with the courts, with students etc.  Reading some of the entries will give you a good idea about what to expect at the talk tomorrow.  The two blogs are: http://tariqueforkoshish.wordpress.com/ and http://friendsofkoshish.blogspot.com/

Case Studies in Gujarat, 2002 and Delhi, 1984
Warisha Farashat is with the Centre for Equity Studies (CES), an autonomous institution engaged in research and advocacy on issues of social justice, headed by Harsh Mander.

Warisha will discuss studies conducted by CES enquiring into the natures and causes of communal violence, and strategies to seek justice for violence affected communities.

Formerly Henkin Stoffel Fellow at Columbia Law School, Warisha has worked on issues of impunity, truth, justice & accountability with the International Centre for Transitional Justice.

Our legal and administrative structures dealing with beggary effectively punish a poor person for poor.  The focus of the police has been completely on the arrest of ‘so called’ beggars, while systems in place for training and rehabilitation have either disappeared or become non-functional.

Tarique Mohammed will discuss the Bombay Prevention of Beggary Act, 1959 and its impact on urban migrants. 

Tarique is with Koshish, a field action project of the Tata Institute of Social Sciences, Mumbai, and is currently working on issues of homelessness and destitution in Delhi.
