Yeah, I gave it a shot with a few different programs, and the best I
could get was 81% of the original size (using 7zip). Not really worth
having everyone restart their downloads Yet Again.

The problem is that you have to run a program on the server itself to
communicate with the tracker (and the other bittorrent downloaders).
So, unless you have shell access (ssh, telnet, vnc, remote desktop, etc,
etc), you're stuck.

You can go to the tracker at

The "Completed" column shows the number of people connected right now
that have 100% of the file (ie, seeds)
The "Downloaded" column shows the number of people that finished
downloading the image.
You can also look at the information output in your bittorrent client.
It'll say (somewhere) how many more seeds your client can see (so, add 1
for yourself), and give an estimate for how many additional 'full
copies' it can assemble out of the bits and pieces that partial
downloads have so far. Probably just as easy to visit the tracker URL
above.
That's because downloaders have to leave their bittorrent program
running to be able to seed. Once they close bittorrent, they're not
connected (and not uploading/seeding) any more.
