Very, very slowly ... and I am not convinced that it will be successful.
There does appear to be a view (not published or spoken publicly but picked up 'between the cracks' as it were) that ICT is about skills, it's about serving the needs to an employer in terms of computer use after all the more demanding tasks (programming etc..) can always be out-sourced to China/India etc for a fraction of the cost.
Some of the 'Computing at School' group are talking to the likes of eSkills, exam boards etc to determine level of understanding re computing issues with ICT and general curriculum. There is some sympathy and some agreement. The way forward is, at the moment, less clear.
What can be done in the short term is to provide for a network of teachers support materials, training, resources etc that the can use in existing ICT framework but is dealing with computation etc.. This work has just begun ...
