Why amount_width does not affect balance report?

Hi all,

I've found out that amount_width option doesn't affect balance report.

Default register format uses this option but default balance format just uses hardcoded value 20 (https://www.ledger-cli.org/3.0/doc/ledger3.html#Output-customization-1). Is it an intentional difference? Or may I make a pull request fixing this?

I've found analogous pull request for budget report (https://github.com/ledger/ledger/pull/506) and decided to just do the same: https://github.com/ledger/ledger/pull/2039.
