Hello,

I don't know the first thing about LEDs. I want to get some
information about how I can accomplish the following:

Power a large number of small LEDs (500) via battery (recharge with a
solar panel)
Arrange the LEDs on a flexible chasis (best to connect)
Use some kind of controller to create simple effects

At this point, I don't even know what to buy or how much to spend.

Any advice, links, suggestions would be appreciated.

I would start by knowing the current ( Amp)  amount for all LEDs, that will give you an idea of the battery size/ capacity and with that you determine the number of solar panels needed...

What are you trying to achieve with the LEDs? Do you wish to
illuminate an area/ object with usuable light, or create a visual art
project that will not have a high output?

Will it be single colour or RGB?

Answer that and I can point you in the right direction
