Would LR make sense for asserting texts apply to state content standards

The literacy system I'm working with enables teacher discovery of primary/secondary source documents and contains our user's state content standard assertions for linked materials.  For discovery, searching a licensed text repository (e.g, SIRs, etc) works great except troves of materials from sources such as library archives, NASA, etc. aren't included.  Federated search won't likely be a road map item due to cost.   Of course, google is often used by our users.  I'm wondering if the Learning Registry would be a suitable solution (e.g., we assert what we know into LR and search ours/others assertions).  Any thoughts?
