CEDS has released drafts of version 5 data element definitions including 19 new or updated Learning Resource related elements that were informed by the LRMI and Learning Registry communities.  Please review and comment by November 13.

The draft of the Version 5 Common Education Data Standards (CEDS) has been released for public comment.  All are encouraged to review the draft standards and submit comments by November 13th via the CEDS website at: http://ceds.ed.gov/Version5Draft.aspx. There are over 100 proposed new V5 elements, as well as some updated elements from the previous version of CEDS.  Many existing elements have be adapted for additional use cases and to stay in sync with developments by various programs and initiatives using education data.  In total, the proposed CEDS Version 5 includes over 1,400 unduplicated elements.  The Version 5 draft spans P-20W (early learning through workforce), including additions to: 
 
  • Early Learning
  • K12
  • Postsecondary
  • Adult Education / Workforce / Career and Technical
  • Assessments
  • Learning Resources
  • Learning Standards
 
Please note the Version 5 draft elements are accessible by the CEDS element page (http://ceds.ed.gov/Version5Draft.aspx) or by Excel download (https://ceds.ed.gov/CEDSDownloads.aspx).  The draft elements are NOT included in the data model (DES or NDS) or the CEDS Tools (Align and Connect).  Once the elements have gone through the review process and been revised as final they will be included in the models and tools with the V5 release in January, 2015.
 
CEDS supports the development of a common vocabulary for P-20W education data. It is a collection of definitions and formats for the most commonly used P-20W education data elements, but does not dictate how individual data systems collect, store, and report data.  CEDS is developed each year by stakeholder communities, but is also equally shaped by those that provide feedback during this public comment period.

f.y.i. Members of the multi-state tagging initiative are giving feedback on the CEDS v5 draft for public review that they want the "Access Restrictions URL" element/tag to be called "Access Rights URL".  SO they would use "licenseURL" instead of "useRightsURL" and "accessRightsURL" instead of "accessRestrictionsURL".

Note: The "code" values for the element in CEDS will be replaced with resolvable URI/URLs for the generic options in the January v5 release, keeping the definitions/descriptions.

Jim,

Looks good, I left a comment on the CEDS site.  The only omission I see is that there’s no “Free Access” option.  Leaving out the element altogether, in my opinion, doesn’t mean that the learning resource is freely accessible.  To me, leaving it out means “We don’t know what access restrictions/rights there are.”  Add a “Free Access” option, and I think you’ve nailed it.
