Thelaw, passed in 2001 and amended in 2023, is intended to prevent newborn abandonment and harm. The law provides parents in crisis, or who feel they have no other choice, a way to surrender their baby safely, legally and anonymously.

A medical assessment of the baby will be conducted as soon as possible to estimate their age and health status. For it to be considered a legal safe surrender, there can be no concerns for abuse or neglect.


Many states have Safe Haven laws. These designate places where a baby may be surrendered. North Carolina's law is different because it designates specific people, not places. Safe Surrender is not abandoning a baby on a doorstep. You must hand the baby over to a designated safe person.*


Any parent who hears of a surrendered baby and believes it may be theirs should come forward. Before a child can be adopted in North Carolina, an effort must be made to find the non-surrendering parent to request permission or allow the non-surrendering parent to take the child.


A surrendering parent has the right to contact the county department of social services where the baby was surrendered and request the baby's return to his or her custody prior to the filing of a termination of parental rights petition. Social Services are required by law to treat a parent's request for the baby to be returned as a report of neglect and complete an assessment.


Arranging for the adoption of your child to a safe and loving home through your local Department of Social Services or a licensed adoption agency is another option, and if you choose, your identity can be kept confidential.


If you are pregnant and unable, unwilling or unsure about parenting, you can make an adoption plan for the child before or after they are born by reaching out to an adoption agency or your local county Department of Social Services. Reaching out for information is not a commitment to placing your baby in adoption.


Making an adoption plan for your child can be very flexible. You can choose not to be involved in the decision-making process, or you can be involved in picking the adoptive parents and potentially maintain some level of contact with the child once they are born. Making an adoption plan also means you can receive counseling and support about your decision to place your child for adoption.


If you are pregnant, you may be eligible for Medicaid, a type of insurance that can provide comprehensive health care to you from the beginning of pregnancy and for a period of time following birth. Babies born to Medicaid-eligible women continue to be eligible for health care until their first birthday. You also may be eligible for other types of financial assistance.

The state of California passed the Safely Surrendered Baby Law to give parents or guardians the choice to legally and safely leave a baby three days old or younger with an employee at any Los Angeles County hospital or fire station, no questions asked. The parent or guardian may surrender the baby without fear of arrest or prosecution for child abandonment. For more information about the law itself, please see the legislation passed on August 1, 2003 which strengthened the existing Safely Surrendered Baby Law.


The person surrendering the baby will be asked to voluntarily fill out a medical history form, which is useful in caring for the child. The form can be returned later and includes a stamped return envelope. No names are required.


Families who want to adopt a safely surrendered baby must be an approved Resource Family which means that the family can take in both children in need of foster care and children in need of long term permanence like adoption. There are many families that want to provide loving homes for these babies. While the process may involve long waits, adopting a child can be a rewarding experience.


The requirements for adopting a child can be met through the Department of Children and Family Services (DCFS) or a local foster family agency that is also licensed as an adoption agency. DCFS can be contacted at 1-888-811-1121 or via their website at To work through an agency, please ensure that the agency is contracted with DCFS.


What opportunities are available for safely surrendered children?In 2014, the Don Knabe Safe Surrender Scholarship Fund was established to provide scholarships for children safely surrendered in LA County. The Safe Surrender Scholarship Fund is administered by the Long Beach Community Foundation. Youth who were adopted as a Safely Surrendered Baby are eligible for the scholarship. The scholarship may be used for any purpose toward higher education, including trade school, community college and a four-year university. An Eligibility Verification Letter is sent to the adoptive family of a Safely Surrendered Baby at the time of finalization of their adoption. When the youth is 17 years old, the adoptive parents of the Safely Surrendered Baby may present the letter to the Foundation as verification of eligibility in the application for the scholarship.


As I write this, I havebeen holding back tears, because I just found out that, at least for theremainder of Lent, we will not be able to attend Mass in our diocese because ofthe pandemic. The idea of not being able to receive Jesus in the Eucharist,especially during a crisis, is crushing.


Yet this great suffering, this separation, is a chance to be united with Jesus in the Garden and on Calvary. We can join with Him, in a small way, in the isolation, loneliness, distance from God, and abandonment He felt. In being with Him there, we can console His Sacred Heart. Surrender to me does not mean to fret, to be upset, or to lose hope, nor does it mean offering to me a worried prayer asking me to follow you and change your worry into prayer. It is against this surrender, deeply against it, to worry, to be nervous and to desire to think about the consequences of anything.

I ask this, because I am about to lose my home with no money to go anywhere else, as I live on $300 per month disability. Do I actively look for help then see what Jesus finds for me, or do I wait until I am homeless?


I am not an ordained priest, but I recommend being proactive. Surrendering to Jesus does not necessarily mean doing nothing (sometimes it does), but that your actions are in accordance with His will. I think that in your situation, it would be appropriate to seek out your pastor or other resources to make sure that you will be able to live with the dignity of shelter.


This prayer has helped me a lot. My dad was in hospital for a blood infection and I would say this prayer whenever i lost hope. This prayer sustained me during this difficult time. My dad is having blood tests this Tuesday and when i feel worried about it or anxious i say this prayer and it truly works. It is a powerful prayer. It is hard to surrender to the Lord but each time i say this prayer im surrendering a little bit more. Thank you for the post. God Bless!


My husband and I found this Novena through an email I received from the Leaflet Missal. I did a google search to find out more about it and stumbled upon your blog post. Needless to say, it hit at the right time, and there is no coincidence when it comes to the Holy Spirit.


We have just started the Surrender Novena, and I honestly cannot get through it every day without tears in my eyes and a lump in my throat, but I also feel a sense of peace as I wait on what the Lord has planned for us. There is pain in the night, but joy does come in the morning. I hold onto hope and faith that someday soon the Lord will provide us with the family we so desperately want and need.


This is by far the easiest and most powerful novena I have ever experienced. You can ask for the right partner that is perfect for you and will love you properly to show up in your life, a job that will meet all of your needs best, the courage to go to confession and make asking for forgiveness for anything you are sorry for possible. Imagine asking for anything that will only be given to you if it will be good for you. Imagine all the things you might have chosen for yourself that never was meant to be, so did not work out.
