New LDSql releases, v 0.9.12.3 and v 0.9.13.3

There are two new versions released, v 0.9.12.3 and v 0.9.13.3
(They supersede v 0.9.12.2 and v 0.9.13.2, which had problems.)
The underlying purpose is the same -- to work around some MLS export
bugs that have been causing some home and visiting teaching
assignments to be missed.
Implementers desiring to maintain compatibility with older MLS
versions with the MRN column should use

Others who support only the current MLS version (no MRN) can use this
one

This release also has problems and will be superseded soon by v
0.9.12.4 and v 0.9.13.4
0.9.12.4 and v 0.9.13.4
