New LDSql releases, v 0.9.12.1 and v 0.9.13.1

There are two new releases posted on the downloads page. Both fix a
date-handling bug that had affected age calculations in a small number
of records.

These releases continue the fork in LDSql development that began with
versions 0.9.12 and 0.9.13, which provide alternate ways to handle the
recent change in MLS export formats eliminating the MRN (Member Record
Number).

Users loading the export files without the MRN directly into LDSql
should use v 0.9.13.1.

But those implementers who maintain backwards-compatibility in their
own loading code should use v 0.9.12.1. This version can also handle
the older data format with the MRN intact. When loading recent MLS
files with the MRN column missing, load Nulls into the MRN column.
