Suggestions for iPhone document reader that will import files

I am looking for suggestions on a document reader for the iPhone / iPod Touch that will allow me to build my own documents that can have links to entries like books / chapters / verses / whatever.  Ideally, it would support any number of index levels.

My MlsRpt program takes an MLS export and creates ward directories, organizations, HT/VT reports, etc. and formats them for various PDAs.  The program creates two kinds of reports - public and private, where the private report contains information that only leaders should have (e.g., birth year for adults, priesthood status, membership number, etc.).  The public reports contain information that any member can access.

For Palm and Microsoft PDAs, I use Skimware's scripture reading program along with their MakeMyScriptures program that builds documents.  I also use that program to create other kinds of documents that I want to read.  For Blackberries, I use MobiPocket.  I create HTML files with the necessary index structure and then run the files through their document builder..

I want to support iPhone / iPod Touch and am looking for a good document reader that has a feature to either import marked up text or has an auxiliary program that builds a document from marked text.  I can create HTML, but would rather use a more native interface, where you see a list of chapters, select one, then see the next level down until you get to the leaf level where the actual data is presented.

I am familiar with WardTools, but it doesn't have a public report version.  In fact, it has some information that probably only the Bishopric should be able to see.  They use the kind of UI that I am looking for, but I am not aware of a way to create a document for their reader.

I currently use the LDS Scriptures program from readscriptures.com.  I create an HTML file, but they seem to have a limit on how many HTML links a document can contain.  I submitted a request, but haven't heard from them.

Suggestions, comments, etc. are welcome.
