Probably no one, because running a GPU is expensive... GPU servers usually go for $200/GPU/mo or more ...
(i think it may be possible only for paying subscribers...) while Stockfish feels great even on an old single-core CPU, not so with Leela.

I don't think Lichess really uses the full power of Leela or of Stockfish for that matter... I have heard that even at max level 8 they limit it to something like 400 milliseconds per move.

Can anyone approve or disprove it?

Disclaimer, plugging my own site:  https://nextchessmove.com/ has Lc0 running on RTX 2080 GPUs and allows up to 30s per move.  But, because GPU servers are indeed expensive, we have to restrict GPU access to paid members.  ($13USD/year.)
