Which is the best?
Sadly, Google doesn't sell it's TPUs, but the good news is that it rents it out it's TPUs via Google Cloud Engine. (Cloud hosting)
Is there a good way to benchmark GPUs vs TPUs, for Neural Networks (like Leela)?
Can Leela be modified to run on Google TPU ?

there is early access available for googles TPU
not sure whether is the same TPU
