Update to lci wiki

The lci wiki claims to host just a mirror of the original LOLCODE 1.2 spec; this is no longer completely accurate, as I have modified the function definition and calling explanations to reflect LOLCODE 1.3; however, I am unable to edit the front page to reflect these changes.  I don't know whether that's really important or not, but I do want to give a heads-up about it here, because I don't want anyone misled into thinking the new function format reflects the 1.2 spec.

Just to close the loop on this:  Thanks for updating that!

With the recent site redesign, I decided to archive the spec as a static webpage, now at http://lolcode.org/1.2_spec.html .  When I get a chance, I would like to fork this page and make a 1.3_spec that contains all of the current features in lci -- when I do that, I will revert the 1.2 spec to how it originally was.
