THE LOW CARBON CITIES FRAMEWORK AND ASSESSMENT SYSTEM (LCCFAS) - Pilot projects, Training and Action Plans


I have pleasure to refer the above.  I am writing on behalf of my colleagues who have been involved in the preparation of the document that was produced for your Ministry.  Although initially it was prepared under the Malaysian Institute of Planners (MIP), it has now evolved into an individual involvement as MIP has not played a significant role  in the follow up of the lCCFAS.   The MIP Council has also given the green light and left it to  the 4 members of the MIP team to undertake whatever is necessary for the implementation of the LCCFAS. 

For Dato's information, the four MIP members, namely Puan Norliza Hashim, Puan Khairiah Talha, Puan Mazrina Khalid and Puan Noraida Saluddin , together with Mr. BK Sinha and Dr. Faridah Safii, have continuously given full cooperation to your Ministry and Green Tech Malaysia through presentation of papers at workshops, seminars and meetings.  These have been undertaken since before the launch of the document by the Prime Minister of Malaysia at the IGEM 2011.  We have undertaken all these activities for free ( as the honorarium was paid up until the final submission of the document), due to the passion we have for the cause and to see through the implementation and adoption of the LCCFAS by all agencies of government.

Our group has also been approached by your Ministry to undertake three projects - the training and capacity building; Pilot projects for Low Carbon Cities and the Action Plan for Putrajaya and Cyberjaya.  Members from our team have attended meetings and workshops. We have submitted the revised TOR and also the proposed fees for the above as requested by your Ministry.  We have yet to sign any contracts for any of the above, and yet works have been undertaken.

This commitment and dedication given by our team has taken a toll on us.  For your information, many of us run our own firms and have full time jobs in our organizations. Spending hours and days outside of our own full time jobs for LCCFAS has meant time and resources taken away from our full time activities and businesses.  We have spent energy, time, resources without a single claim to the Ministry nor Green Tech.  Added to that we receive many more invitations to present papers and workshops for free, without any compensation for the time, energy and money spent.

Hence, we seek your cooperation to give us recognition for our contribution,  by acknowledging that we are qualified, accredited professionals that are entitled to payment for our services.  Without this, we feel that we can no longer commit ourselves to the cause of seeing the LCCFAS through to adoption and implementation. You may understand that there  is a limit to our commitment.

We also seek your assistance in ensuring that our services, if truly required by your Ministry,  is given due recognition.  We have quoted our fees based on the Ministry of Finance Malaysia's regulations.  Having had many projects with government agencies, our group understand the rules and regulations with regards to financial submissions.  

I act on behalf of the group and shall be their spokesperson -being the one with the longest experience in the profession.  I welcome any further discussions on this issue.
