Attached is a copy of the presentation by En Rosli last night at the Holiday Inn, Glenmarie. Please have a look at the directions and contractual positions of members of LCGC. Perhaps a second LCGC meeting should be called to discuss the contents of this presentations and the way forward. Any comments? TQ

Dear Sinha,

At first look, Kettha seem to want to be doing things independent of us TAs.   They want to have partnerships with other agencies, namely KPKT and JPBD.

However, a few slides down, there is one sentence with the words "MoU with MIP"

I take it that they still want the "MIP" group and in the form of previous engagement - via honorarium only I suppose.

However, others in the MIP Council besides the 4 of us will not be able to undertake the training, pilot projects, etc. for them.  So, I reckon that LCGC will still be called up to assist them, and so we can call our cards !!

What do you reckon??

Dear all,

The MOU in the way forward slide as mentioned by KY. But if you scroll the slides beyond thank you, they have also listed jawatankuasa for:
1. Kerja projek perintis lccf
2. Kerja latihan
3. Kerja penilaian and pengiktirafan lccf
4.Kerja konsultansi

And Pertubuhan perancang sits as ahli tetap in all this jawatankuasa. KY is right, they seems to want to have a link with MIP. But have Kettha or MGTC being informed of the LCGC?

Looks like LCGC to come in under MIP?

Dear All,

MIP's involvement in all Jawatankuasas is important and this was agreed in workshop held in Port Dickson last year. MIP through sustainable committee can always be present in all the said committees. After all I do not expect the committees to sit very regularly as some are quite high level. The committees' role will mostly be endorsements. It just happens that this session, the chairman of sustainable committee at MIP is the same person in LCGC (heheh).  MIP being in all committees is good in the long run.

As far as LCGC's relationship with MIP, this is something that we have to bring to Council to inform and formalise. I think MIP needs to be informed of Kettha's intention for MIP in all the Jawatankuasa.

Morning and Salam,

Aida is correct, first and foremost the Sustainable Chairman must bring this up in the coming Council:-

a. KeTTHA proposal for the Implementation of the Low Carbon Cities Framework. We (Aida and myself) were invited to PD on MIP's capacity, while Dr Faridah and Sinha was invited as KeTTHA TA's and the paper by En Rosli is an outcome of the PD workshop which we (MIP) have agreed upon. Please share this paper with MIP Council and update them on this matter.

It is important for MIP to continue championing LCCAF and the Sustainable Chairman should suggest who in MIP can represent the various committee set up by KeTTHA.

My small observation is more on the functions identified for the some of the working committees. The scope for the Jawatankuasa Kerja Penilaian & Pengiktirafan LCCF to me is okay. However for the other 3, I feel that as a working committee, they should be providing guiding framework and maybe evaluating the work to be undertaken by LCGC or any other consultants appointed for the works. Thus some of the scoping of the working committee should be reviewed.

For example:-

Fungsi Jawatankuasa Kerja Latihan

i. Menyediakan modul-modul yang bersesuaian untuk pelbagai pihak berkepentingan (pelatih, pengguna, pegawai kerajaan, industri dan orang awam); This should be the role of the Jawatankuasa Kerja.

ii. Mengenalpasti keperluan latihan dan calon-calon yang sesuai untuk mendapat latihan;

iii. Mengendalikan sesi latihan mengikut keperluan;This should be the role of the Jawatankuasa Kerja.

iv. Menilai keberkesanan latihan yang dijalankan (melalui penilaian pemahaman dan kaji selidik); dan

v. Menyediakan sijil penyertaan kepada peserta latihan

Fungsi Jawatankuasa Kerja Projek Perintis LCCF

i. Mengenalpasti lokasi yang sesuai untuk mengaplikasikan 

LCCF;

ii. mengenalpasti kaedah yang sesuai dilaksanakan mengikut 

keperluan perbandaran;This should be the role of the Jawatankuasa Kerja.

iii. mendapatkan penanda aras bagi sesuatu kawasan yang telah dipilih (dalam bentuk jumlah pembebasan karbon);This should be the role of the Jawatankuasa Kerja.

iv. mengkaji keberkesanan pelaksanaan sedia ada dan mencadangkan strategi-strategi untuk penambahbaikan (;

v. mendapatkan status terkini selepas strategi diaplikasikan 

(dalam bentuk jumlah pembebasan karbon);This should be the role of the Jawatankuasa Kerja.

vi. melaksanakan perbandingan di antara penanda aras dan status terkini (dalam bentuk jumlah pengurangan pembebasan 19 karbon This should be the role of the Jawatankuasa Kerja.

b. Technically the 3 TOR's issued by KeTTHA is a separate issue. It is for further works to be developed for the 3 working committee. However, the invitation is again to MIP, Sinha and Dr Faridah (individual capacity).

Since LCGC wants to undertake this, we need to inform MIP Council about LCGC and the intention for LCGC to undertake the 3 works invited by KeTTHA i.e. the Cyberjaya/Putrajaya Low Carbon measurement, the Training Module and Training Session and the Pilot Projects. Since this is quite a task, we can always invite some MIP members to participate in the works to be undertaken.

I believe this shall create some sentiments around the table and thus it is important to address this matter with care as MIP has also approved the setting up of firms under its flagship. My small personal view on this, I dont mind if MIP wants to have some ownership to LCGC Sdn Bhd. However, its role and commitment must continue over the years.
