The attached is one of several deliverables developed by the

The Intelligence Community (IC) Analyst – Private Sector Program

The program enables government and private sector analysts to gain greater understanding of how their distinct missions can benefit from public-private collaboration on topics of mutual interest. An Office of the Director of National Intelligence program for which The U.S. Department of Homeland Security Office of Intelligence & Analysis serves as Executive Agent, the IC Analyst – Private Sector Program brings together public-private teams for six months to work on unclassified analytic deliverables of interest to the IC and private sector. Federal as well as State, Local, Tribal, and Territorial analysts and private sector analysts apply on a volunteer basis to participate in this effort.

Eric Kant a colleague for many years served on the UAS working group. The attachment is worth a read but on page six under the  section AREAS OF RESEARCH there are 2 pages that address INCIDENT/DISASTER RESPONSE AND MANAGEMENT. In that section on page 7 the second paragraph highlights the communication relay capability which the NJIT/NJCU BEOC Alliance team identified 2 years and have a program to leverage in NJ. This is being done with the NJ Public Safety LTE project in NJ as OHSP works with  FIRSTNET.
