UPDATE: Snow and wintery mix continues from VA to MA. The heaviest, wet snow is focused from WV through the NCR toward New York City, where some locations in the higher terrain have already received 2 feet of accumulation. Coastal flooding is a concern from DE to MA with much of the impacts in seen in NJ.
FEMA, through its Regional Offices in Boston, MA, New York, NY, Philadelphia, PA, and Atlanta, GA continue to monitor the weather system impacting nearly 60M people across four FEMA Regions (II, III, IV, and
VI) this weekend. Today's National Situation Report is attached which includes the latest weather, operational status, and declarations at the state level.
FEMA and other Federal agencies are monitoring to assist with business resumption efforts in support of states if necessary.
Listed below is situational awareness update that may be helpful as you continue to monitor the winter storm event and ensure safe operations.

The National Business Emergency Operations Center is NOT currently activated for this event; Regional Response Coordination Centers are monitoring. No calls are currently scheduled. Should this change, we will distribute the information accordingly.

Situation:
Major winter storm ongoing for East Coast today into early Sunday. Winter Storm Warnings from GA to MA; Blizzard Warnings from VA to NY. Coastal flooding concerns from DE to MA. High winds expected with gusts up to 60 mph in Northeast. Snow changes from light to heavy wet snow in Mid-Atlantic and Northeast with icing conditions in parts of MD, DE & NJ
Overview of Impacts:
· No shortfalls or unmet needs from any affected State/DC; no requests for FEMA assistance
· Fatalities/Injuries: 9 fatalities – 6 confirmed NC, 2 unconfirmed in TN and 1 unconfirmed in VA; no injuries reported
· Power:
Approx. 152k customers are without power across FEMA Regions II-IV
o Region I: Minimal outages at this time (<1k)
o Region II: 89k total; NJ – 88k
o Region III: 19.5k total; VA – 6k; DE – 6k; MD – 3k
o Region IV: 162k total; NC – 131k; SC – 12.4k; GA – 7.4k; FL – 9k (Thunderstorms)
· Transportation:
o Roads - delays reported from SC to DE; ice and snow covered roads reported (roads)
o Air – (Open source) Approx. 7k cancelations and 7k delays nationwide due to the storm (air);
o Mass transit – DC Metro has suspended many services until Jan 25 (DC); NJ Transit bus, rail, and light rail service will shut down at 2:00 am on Saturday, Jan 23 through noon on Sunday, Jan 24 (NJ)
· Evacuations:
o NJ – Mandatory for Barnegat Township (media); Voluntary for Towns of Berkley, Tuckerton, Manasquan, Brick and Toms River o
· Shelters/Occupants: Shelters open in each state with minimal occupants. Warming shelters/centers open across the affected areas
Response:
· State/DC Response:
o Activations - Fully Activated (DC, VA & NC); Partial Activation (NJ, NY, GA, MS & TN); all others monitoring
o State of Emergency - Declared in DC, GA, KY, MD, NC, NJ, NY, PA, and WV
o >2,030 National Guardsmen are activated in response to winter weather
· FEMA Response:
o NRCC is not activated; NWC is at Enhanced Watch 24/7
o Regions II-IV:
o RIII RRCC Partially Activated; all other regions RRCC not activated
RIV is at Enhanced Watch; all others are at Watch Steady/State
o LNOs deployed to EOCs in MD, VA, NC, PA, NC, KY and GA
o Team deployed to DCHSEMA
o LMD personnel deployed to MCC in DC; ISB personnel deployed to FSA located at JB Anacostia-Bolling AFB
o MERS personnel and 2 MCOVs deployed to support ISB team and FSA operations
· USACE Response: working contingencies for temporary power requirements; support teams identified/alerted
