therm maximum number of meshing iterations reached warning message

hi. can you explain what does 'maximum number of meshing iterations reached before the error target was reached' mean? if i have this warning message, i see % error energy norm is appx. +/- 17%. I had 'Maximum Iterations value as 3' in 'Therm File Options' under 'Preferences'.
If i increase this value from 3 to 6, i don't have any warning message and % error energy norm become less than 10%. if i compare u-value result between max iteration value 3 and 6, the u-value with '3' is appx 0.5% higher than the u-value with '6'. (please see attached screenshot)
what is the concept behind of this?
