Error message installing THERM 7.8.16

Hi.

We are trying to install Therm using this link: https://windows.lbl.gov/tools/therm/software-download

We have previously completed the installation of the libraries at the following links:

https://software.intel.com/en-us/articles/redistributable-libraries-for-intel-c-and-fortran-2018-compilers-for-windows

Our installation of THERM fails with following error message.
