Motion to reduce child support due to job loss not heard after ten months, what to do?

I am in Wisconsin in Outagamie county. I lost my job without cause due to down-sizing in December of 2011 and filed a motion to have my child support adjusted but my motion has yet to be heard and my child support continues to accrue based on my old income and not my new and lower income which has put me over $20,000 in arrears. My motion has been put in front of a court commissioner (Rowland) and a judge (Gill) but neither of them has ruled on or even heard my motion due to the fact that my ex-wife's attorney has successfully wasted several hours of time at each hearing reviewing unrelated and irrelevant documents causing the commissioner as well as the judge to request that the hearing be rescheduled. What recourse do I have? I am completely out of money now and cannot afford to return to court with an attorney and since this has happened twice, I worry that it will happen again even if I do hire an attorney again. I worry that my arrearage will continue to grow and that I will end up in jail over child support that I really don't owe. I have been very careful to follow the proper procedures in my case and have all the necessary documentation showing that I was clearly fired without cause. I have letters from my ex-employer as well as from the unemployment office showing that I was dismissed without cause. I have check stubs from my new job showing my new income (which is substantially less than my previous income), I have tax forms, etc... What is the procedure now? Thank you.

Filed motion in December of 2011. Appeared before a court commissioner and the hearing was rescheduled because we ran out of time due to my ex-wife's attorney's filibustering. Appeared before a judge and also ran out of time due to my ex-wife's attorney's filibustering. I am now completely out of money and don't know what to do.
