A video
featuring Chief Justices serving courts in the two largest tribes in
California, Yurok and Quechan, will precede the discussion. We'll see the
judges in their courtrooms and engaging in their communities. We'll see them
working with state court counterparts to address problems such as law
enforcement response time on tribal lands, dual jurisdiction issues, and access
to court services; and at the Tribal Court/State Court Forum working to model
cooperation, identifying problems of mutual concern and seeking to coordinate
approaches for enforcing court orders.
The discussion:
The federally imposed jurisdictional constraints; the different kind of judge-
one engaged in her tribal community; the different kind of court- one pressing
against jurisdictional and financial constraints toward restoring sovereignty
and overcoming the ravages of history; and the different kind of justice- not
by strangers and not directed at punishment, but rather a restorative approach.
