Measurement invariance number of parameters

Hello,

I am examining gender invariance with ordered categorical variables in a bifactor model. I am wondering if it is reasonable that the number of parameters in configural model is smaller than that in scalar model and strict model?

However, my results showed that the number of parameters in configural, scalar and strict is 466, 517, 471 respectively. What's wrong with it?
