I sent this email this morning to each school board member with the Subject, "Vote "no" tonight on the redistricting plan if you still have questions and want to consider minor changes":

Dear School Board Member,

Last week, Dekalb citizens provided you with substantial feedback about different aspects of the Superintendent's school consolidation and redistricting recommendation.  If you have questions about why the Superintendent is making certain redistricting proposals, please don't vote for her plan.  Vote "no" so that the Board has the time to consider the merits of the community requests for minor changes.  You have another business meeting scheduled for March 14th.  This would only be a 1-week delay, so vote no to tell Ms. Tyson that you are not satisfied with the rushed process and want to consider the merits of minor adjustments.  It says on the DCSS website that the Board of Education is the official policy making body for the DeKalb County School System.  That means that you are charged with understanding and acting on policy proposals, not rubber stamping whatever the Superintendent wants.

I imagine that you are all very tired by this process, but if you can't tell your constituents what the benefits are of certain redistricting proposals, then you should take the time to ask Ms. Tyson more about specific aspects of the plan and work with her to make small changes if you feel that the proposed redistricting does not meet established redistricting criteria.  For my community, we have never been told what the benefit is of the proposed redistricting of Laurel Ridge Elementary School.  The proposed plan creates an imbalance in enrollment between Laurel Ridge and McLendon ES and decreases Laurel Ridge's utilization to 77%.  Why?  If such redistricting proposals haven't been explained to your satisfaction, vote "no" tonight and tell Ms. Tyson that you need another week to learn about and work with her on this plan.

Thank for for your time and service to Dekalb County.

Message from Audrey:

Hi All,

I too have sent a last effort email to all of the Board members requesting that they vote NO on the current plan to allow the Board more time to consider the merits of the community requests and make this a stronger and more effective plan. The residents of DeKalb County deserve this! I reminded them that I had spoken with many of them and knew for a fact that they have some unanswered questions about the reasons for some of the redistricting and that they didn't feel heard either. I told them that they had the power to demand answers for themselves and those they represent!

I added some of my personal commentary as it related to our family as well.

I also wrote a separate email to Donna Elder since she had offered to make a motion tonight in the meeting if no amendment had been made prior to tonight in our community's honor (and perhaps others as well). I reminded her of our conversation and told her that others felt as she did. I asked her to help our community and help the residents of Dekalb county have a voice! We need her now more than ever.

To all of you - James and I have enjoyed having the opportunity to meet many of you over these past few weeks. We have lived on McLendon Drive in the Lindmoor neighborhood for over 7 years and have never felt like a part of the neighborhood and have met very few of our neighbors personally. We were always unsure if others shared our similar values regarding community and have been so happy to see that some of you did! Thank you for making us feel like a part of the community and we hope to see you at the community pot luck if all moves forward. As far as what we have decided to do if the proposal passes tonight - we will be looking to private school which will be a sacrifice for us but the option of McLendon is not one we are at all comfortable with. We believe it will take a long time for the school to make the necessary improvements and do not want to risk the chance on our son's education. We also had planned to put our home on the market this spring  anyway, and plan to continue to do so.

Let's all hope a miracle happens tonight! Thank you for your hard work neighbors!

Audrey & James

This is what I have pieced together from the board policies:

A. Alteration of School Attendance Areas

The Board, at its discretion, may accept, modify, or reject the recommendation of the Superintendent.

From her 2/7/2011 presentation:

The Board will take action on the Superintendent's  recommendation, in full, in part or a total different configuration, a February 28, 2011 called meeting.

I have been reading the minutes for the last few meetings and I have found, they do have the ability to also pull  this  agenda item for a "Separate" vote.  Hopefully someone will motion to make this change based on the above or through a request for a separate vote.  They seem to use this action to pull out pieces of the agenda to vote on, rather than just rubber stamp the entire board agenda for the evening.

Sent my last ditch e-mail too.  Pulled a couple of snippits from Vince's e-mail, and pleaded that this stands to tear this community apart... as people are already planning to move away or send their kids to private school should this go through.

I hope someone's listening.

Hi all,
Just got off the phone with Donna Edler.  She had left a message for my wife and Audrey asked me to call her back.  Side note - Donna just kept on talking and talking. I literally had to cut her off b/c I got the point after about 3 minutes.  Anyway, notes from my call - again thank you Audrey for getting her to respond -  setting up this call:

She spoke with a Board Member who said that talking with other Board Members that represent other areas was a "no no".  She represents the whole district and doesn’t understand that .  Said "maybe this is my being naïve, since I'm new  - she doesn’t think the plan will be amended by Tyson, but feels that Don will make a motion.  Will be a motion "within a motion".  Donna may not vote for that amendment - and feels that there are 5 votes from the other members to get it done (and wouldn’t need her vote).    The motion has 7-8 different components to it and that would mean that she would approve of other motions that she may not agree to.   She could make a motion for that particular issue (Valley Brook/Lindmoor) but not when they are combined.  Forest Hills, Midway, Sagamore, Dunwoody, all have parts to it.  She feels that there were 5 board members that got together behind the scenes to package these motions together - lending support to each other's particular concerns so that they can get the whole group passed.

She is hoping that as a board they could get to a place to get the issues on the table and debate them without backroom negotiations like this.   That is why she doesn’t think she can vote on it, but she reiterated many times that it should pass.

So...this is good! As long as her assumption is right.

I admit I don’t really understand all the “in’s and out’s” but it sounds like we’ve got some reps who heard and may be willing to take a stand via motion to revise, even if Ms. Tyson doesn’t.  Let’s just hope Ms. Edler’s opinions are accurate.  Keeping fingers crossed.  See you tonight.

They were not voting on the proposal James.. they were voting on a "motion" made by McChesney.... the motion in this case referring to several 'minor changes" affecting half a dozen schools.  That motion passed, as McChesney proposed it, without any changes (amendments) to his motion.

Tyson's plan is "the original Feb 7th proposal"
Mcchesney made a "motion" to make changes, including what we wanted.. and it passed!!!!

I'm so glad so many of you understood it better. I feel so much
better! Albeit a little sheepish for not understanding... So, does
this mean that everything is definite? Has Tyson's plan been approved
(now including McChesney's amendment)?

Janel:

Good day.

I am quite impressed by this cohesive group of parents who were advocates for their children's education.  I did all the writing I could as well on our behalf.  I am closing on a property next week at Francine Road.  I will be a new neighbor beginning in April.

This has helped ease the tension I had for my son's upcoming school year.

Thank you again for time and efforts.

Sincerely,

Sonia Parra Zuña

Yeah they said with the amendments made last night, it reduced the displaced kids by 25%.  :D

Anyone know if a copy of that amendment is online anywhere?  I'm guessing we're taking on the Medlock kids... weren't there another 14 from another school that wanted to come to LR too?  I wonder if they are coming.

Those 14 kids were also from Medlock.  In the original proposals those kids were coming to Laurel Ridge with the other Medlock students.  The last version had those 14 kids going to Avondale Estates instead.  They were asking to come to Laurel Ridge instead.  My understanding is that they were successful in this.

I found this article on 11Alive which details McChesney's motion with amendments.  See #6 for Laurel Ridge amendment which includes the "LR 70" plus those Medlock students who were to go to Avondale ES in the area south of N Decatur and west of Winn Way.

How funny that we thought we couldn't count on McChesney, and he's the one who came through in the end.... AND  how we thought Edler was our ace in the hole, and she voted against us in the end.  Maybe that's what McChesney meant by "trusting the process"... this may have been in the works all along.

SOOOOO relieved to be staying put next year... and looking forward to the new arrivals... how many kids did it work out to be?  About 60-70?

I don't think we should look at her no vote as a vote against us.  She told us she would vote no if some of the changes she was looking for were not made. She supported us, she just couldn't support the plan as a whole.

I see your point, but a school board is no place to think that way.  The amendment kept 2000 kids from being displaced... that is never a bad thing.

Hello all,

Is anyone in this group interested in talking about how to get the strip mall on the corner of L'Ville Hwy and McLendon repaired, cleaned up, and free of bums?   I think you all will agree that it is embarrasing and presents a rather depressing entrance to our community.  My wife Audrey and I are fed up and I started doing some research on this.  Also filed a code violation complaint with Dekalb this morning and know who this owner is (Abe Podber, of Podber Limited Partnerships - 404-874-4255)  This is the same strip mall owner that inspired this AJC article http://www.ajc.com/metro/content/shared-blogs/ajc/badie/entries/2006/02/02/ - so I think that it will take a concerted effort to get them to do anything and thought I'd reach out to the community.  Since we all banded together on the redistricting I thought reaching out to the same group made sense, but let me know if I should send to a different group or email address.

I would be interested in learning more.  Maybe we could see if code enforcement would meet with us.  We have a major code issue with the house that burned down the block on our street and I would love to hear from them on that as well.

Before you guys head over there with pitchforks and torches... consider this.  Maybe this guy is a slumlord, but what about his tenants?  The fish market?  Yeah, it's a dive, but they have great crawfish.. seriously... and the other businesses?  These people likely rent from him, because it's the best they can afford.  You force this guy to "brighten up" the place, and he's forced to raise his rent.  His tenants can't pay, and they go out of business, and next thing you know, you've got more people on the unemployed list.  Maybe I just see things from a different perspective, but this is people's livelihood at stake here.

I have lived in the neighborhood for 37 years and the landlord has done little to nothing to keep up its' marginally decent appearance.  I would love to see it spruced up - I don't think it would take a lot of $ for him to fix it up so it doesn't look like a dump.  It DOES affect our  home values and appeal to buyers, etc.  I am definitely interested in this effort.

Im going to continue to work on this. This shouldn't take a lot to work on repairing and repainting the places and the end result would likely bring more business to the tenants. Im at the fish market and the liquor store and I want to see them continue to be successful. The current state of those buildings is just plain unacceptable and something needs to be done.

I'm interested in learning options.  I like the seafood place too, but something really needs to done especially with the building next to them.  In my opinion, we have several places nearby that could use some improvement as well.  Whomever frequents the liquor store across the street, may know Rocky.  We've asked him several times about outside building improvements, he says the owner has the money but doesn't want to deal with it.  He's not there often - out of sight, out of mind maybe.  One step at a time....

Trisha,

Although I realize this is not about redistricting, it does seem to me to have impact on Laurel Ridge.  That strip mall impacts our property values and reduces the attractiveness of the neighborhood.  This can directly impact enrollment at Laurel Ridge.  Doesn't the community that surrounds Laurel Ridge also qualify as a Laurel Ridge issue.  I thought we were trying to get more involved in the community?

As another person whose inbox feels a bit overwhelmed, I'll just chime in with a "yes"--we are all trying to get more involved in the community, but there will be issues that come up that don't feel vital to everyone on this list, which is a pretty large one, I believe.

Connecting here offers the opportunity for those who do want focus on more auxiliary issues (and I think the link to LRES enrollment is a tenuous one) to create their own task forces. And I applaud all of you who can put time and energy to productive use on this issue.

I  think these issues are important and that they do affect property values, etc.  I am only suggesting that a different email list be set up which allows people to make a choice regarding involvement with this particular issue.   Right now if you don’t want to receive emails about the strip mall you would need to unsubscribe to this list and that doesn’t make sense to me when there are other options.

All,
This e-mail list was created for keeping Laurel Ridge open.  I think someone in the community should create a Laurel Ridge Community google mail list to address the issues of the community.  This would allow us to keep the Laurel Ridge Redistricting mail list pure to its purpose of keeping Laurel Ridge open and community issues could be addressed on its own list.  It would not be difficult for someone to create and to use our listing to request members to the new community site.
