Microsoft released the final version of the Microsoft .NET Framework 4.8 on April 18, 2019. The new installer for the version is available as a web installer and offline installer; since Microsoft prefers distribution via the web installer, it is difficult to find working offline installer links. In this post, sharing the links to download the Visual Studio 2015 web installer, ISO image for offline installation. Apart from the community edition, the other versions are trial versions unless you have a license code.

Many thanks Daniel. I had similar experience as Sam (March 15th) where nothing worked, even an offline installer. Tried your command line version and this worked a treat. Many hours of head scratching saved !!

Serverless offline plugin will respond to the overall framework settings and output additional information to the console in debug mode. In order to do this you will have to set the SLS_DEBUG environmental variable. You can run the following in the command line to switch to debug mode execution.
Being an offline package, it is larger in size than the web installer packages. Moreover, it does not include language packs that make debugging easier. Hence, you have to download the Language packs separately.
Microsoft provides an offline installer for .NET Framework 4.8 on its dotnet website. However, you need to select a supported version of the .NET Framework on the download page. Here you should find the NET Framework 4.8 listed as a supported version, click on it, and follow the on-screen instructions to complete the installation.
If you do not install these packages prior to the installation of the Web Portal, the installer downloads and installs them during installation. This means that if you perform an offline installation of the Web Portal, their installation fails. Among other things, this impacts the branding preview of the Web Portal in the Management Portal.
