Is it possible putting a symbol above or below a letter?

For example: to specify amplitudes in formulas it is usual to put a
wedge above a letter. Like you can put limits above integrals or sums,
but in LaTeX the \limit command only works with those mathematic
operators. Is there command to achieve this?

I'm not a mathematician; my experience with amplitudes is limited to
rarely-practiced amateur radio, and we don't write them that way. I
know that in text you can put symbols above letters; it works the same
way as the accents in plain TeX:

{\"a}

will put an umlaut over the "a." This will work for capitals, too.
Whether LaTeX has the wedge you're referring to, I don't know, but I
would suspect that you can find it and that it would be placed above
the letter in this same way. I'm not sure if this would work in math
mode, though; as I said, I'm not a mathematician, and rarely use math
mode explicitly.

Yes, it is possible to put all sorts of symbols on top (and below)
letters/characters and other symbols. As an example of this, view
Scott Pakin's 'Comprehensive LaTeX Symbol List', available from CTAN
at
http://www.ctan.org/tex-archive/info/symbols/comprehensive/
See, for example, Table 18 & 26 (p 13-17) for a small list of accents
available; there are others described within the document. In addition
to this, you could also consider the accents package, also available
from CTAN at
http://tug.ctan.org/cgi-bin/ctanPackageInformation.py?id=accents
which allows for making your own accents, either above or below
letters/characters and symbols. It suggests using the two commands
\accentset{...}{...} % for accents on top of symbols
\underaccent{...}{...} % for accents below symbols

you could also try \underset{\wedgecommand}{a} or
\overset{\wedgecommand}{a}
