This is just so I have a public record of permission to create a new
.dtx file based on the one in the tutorial and distribute it under the
GPL.

Permission granted. The key idea behind the LPPL, as I understand it,
is that derivative works must use different names from the original
work. That is, you can't call your class file cskeleton.dtx. Other
than that, the LPPL is pretty similar to the BSD license.
