I know that this is four years old, but I thought I would reply since I found this looking for a California pleading/brief template. The format requirements can be found in Title 2 of the California Rules of Court. (http://www.courts.ca.gov/cms/rules/index.cfm?title=two) 

Based on my understanding, this template, sadly, does not appear to conform in terms of page numbers and the footer line that is meant to be at the bottom. Compare to the template taken from the San Diego County Law Library (CaliforniaPleading.pdf). I may be missing some packages, though. I am still new to LaTex.

I've been trying to get the template to work for quite some time. Not being fully conversant in LaTex, it's been a challenge. The posted template works, at least for me, for the vertical lines and the line spacing but puts the line numbering at the far left edge and beginning about half-way down the page. If you view the document in Overleaf or another program, you'll see what I mean. I was trying to figure out all the minipage and other stuff but finally ended up creating a template in LibreOffice. At some point I'll go back and see if I can get the LaTex template to work. If I can figure out the line numbering and verify that it carries forward to subsequent pages, it can be made to work for any CA court, state or federal.

And if anyone in this discussion has a suggestion, please send it along.
