Better legal memo

I designed a layout for a better legal memo (attached as a .pdf and
.docx), based on this sample:

Does anybody want to help me convert it to LaTeX? Feedback welcome, too.

Hi Joe,

Nice template. I am too busy to do the conversion myself, but I did make some XeTeX templates for legal stationery last year:

You could try adapting my coverletter.cls:

and then using that class in the memo itself, along these lines:

I'd be happy to help out if you run into problems :-) Plus, if you know how to use Git, you could send me a pull request and I could incorporate your template into my stationery repository.

I'm interested, potentially, in developing LaTeX templates for the various document types listed on the google doc (which I edited yesterday).  Any pointers on how to develop packages?
