Se você quer numeração romana nas páginas, essa é a solução. Ou você quer
no número das seções? Envie um exemplo de código que está utilizando para

O problema é que alguma coisa estava causando que os números de página não aparecessem.
\pagestyle{simple}
\pagenumbering{Roman}
\pagestyle{simple}
\pagenumbering{Roman}
vai consertar isso.
A propósito, segundo a abnt, páginas pré-textuais são contadas, mas não numeradas. Portanto, se usar a classe abntex2 (no seu modelo está abnt...), não aparecerão números de página nesses elementos.
