For PCs that can't properly run the PC Health Check tool, there are a few third-party tools that IT admins can try. WhyNotWin11 is a project available on GitHub that runs as a standalone Windows application. It reports on a series of checks that it runs on target PCs, such as CPU compatibility and storage availability. The application lists the requirements for Windows 11 and identifies which ones the target PC does and does not meet (Figure 5).

Both WhyNotWin11 and Windows 11 Compatibility Check can run remotely via PowerShell scripts or batch files. They each support an export facility to save results and send them to a central collection point. IT administrators must embed those scripts with data to identify the PCs that the results address -- machine name or some other unique identifier such as asset ID or vendor ID -- so they can distinguish one computer from another after the compatibility data's collection. The results from either of these tools should give IT the information to determine what portion of the PC fleet is ready for Windows 11, and what portion is not. Remediation prior to the Windows 11 upgrade usually requires replacing incompatible older PCs with newer, compatible ones. However, end of life for Windows 10 doesn't occur until Oct. 14, 2025. That should be long enough to plan migration and manage the refresh cycle to purchase replacement PCs.

Either of these tools can provide you ample intelligence to determine if your PC is ready for Windows 11, with one caveat. Older PCs whose CPUs qualify under the processor requirement may include hardware-based TPM chips of version 1.3 or older (lower in number). These CPUs can emulate TPM 2.0, so what looks like a failure to meet Windows 11 requirements at the hardware level can be offset in software. I will explain further in the section on the Windows 11 Compatibility Check script below.

This tool, named Windows 11 Compatibility Check, comes from the community website Windows ElevenForum. Its author, JB Carreon, offers his work as freeware. It comes in the form of a batch file named W11CompChk.bat. Downloads for this tool reside on its History page. As I write this story, the most current version is numbered 1.4.1, for which dates and download links are readily visible.

Note in Figure 7 how the Windows 11 Compatibility Check script has been tripped up. While the tool does show that TPM is enabled, it erroneously reports an outdated 1.3 version based on the physical TPM chip present. That chip is emulating TPM 2.0 and therefore does meet the Windows 11 requirements.

Any tool covered here will help you figure out if (and why) a PC meets or fails the Windows 11 system requirements. I like all three, but I give WhyNotWin11 a slight edge because it gets TPM right and runs on Enterprise, Education, and centrally managed Windows PCs.

I have a Dell Optiplex 3050 (DESKTOP-EL571SA) running windows 10. Have just installed Bitdefender Plus and removed old antivirus, and have started a full system scan. Though the fs scan is also scanning my Passport back up as well, the scan is still running 40 hours later. My system may not be the fasted admittedly (8Gig ram) and neither is it the slowest.

B. Select the Drives to Test

After SeaTools loads, the screen will list the different storage devices in your system. Select the drive you would like to test by making a check mark in the box next to the drive information. This screen also displays information about the drives such as the Model Number and Serial Number. Seagate model numbers begin with the letters "ST". Seagate serial numbers are alphanumeric and eight characters long.
However, Seatools for Windows often displays the serial number and even the model number of the internal drive inside the external case, and these numbers do not correspond to the numbers that Seagate assigns to the external unit as a whole.
