Convert ESRI shape files to LAS?

to LAStools - efficient tools for LiDAR processing
Defra and OSI (Ireland) provide data as shape files.  OSI provide a Height.csv file.  Is it possible to convert this type of data to LAS?

I have tried using QGIS to open the shape file and add the height csv as a layer, but I am stuck as how to output to LAS format, or what I need to do next.

Hello Steve,

a CSV file (CSV = comma separated values) is really just a text file and maybe txt2las can do the conversion to LAS. What are the contents? Can you open the file in a text editor (such as notepad++) and look at the first few lines?
