open LiDAR in Germany's state of "Rheinland-Pfalz" ... ???

Hello,

today the German Heise News Portal has a promising article [1] about "kostenlosen Zugriff auf Geodaten" (free-of-cost access to geodata) for the German state of "Rheinland-Pfalz" (Rhineland-Palatinate). One of the commentators really likes the license it apparently comes with [2]. 

We all remember that restricting access to tax-payer funded LiDAR data is not worth it [3]. So obviously, the first question that pops into my mind is: Does that include the raw LiDAR? Can I download or otherwise obtain the LiDAR of "Rheinland-Pfalz" now? Anyone know more about this surprising (yet long overdue) move towards open geospatial data in "Rheinland-Pfalz"?

you can find the open Data of Rheinland-Pfalz here:

LiDAR is not included, only DTM25 and DTM50.

 

There are other states in Germany that provide open geospatial data, e.g. Hamburg and Berlin and more are expected to follow soon. Unfortunately LiDAR is (so far) no open data in Germany.

thank you for this information. But that is too bad. I wonder what the reasoning of the decision makers is to hold back the - oh so useful - LiDAR and thereby prevent German innovators and enterpreneurs from exploiting it as we see it happening in Holland, Denmark, Finnland, .... The common argument ("we need to sell the data to fund future acquisitions") has again and again proven to be wrong [1] as the generated sales are ususally far far far below the aquisition costs.

In preparation for a blog post on the "LiDAR misery in Germany" I have made a "freedom of information" requests with all German states on how much revenue they have actually generated over the past 10 years. Here is the response [2] I got from "Rheinland-Pfalz" and attached is the overview table. The right-most column are the raw LiDAR point cloud sales. The next over are the DTM/DSM raster sales. The next over is the total by year. Is anyone interested in making a similar "freedom of information" requests at [3] about the 10 year budget that was spent on LiDAR acquisition and processing as well as the staff and paperwork costs of "restricting" LiDAR access to a few paying customers ...?
