In the subject line you write "libLAS" but in the body of your message you write "LAStools". Note that the two are quite similar but different projects. In November 2007 - a few months after the first version of LAStools went online - the "libLAS" code was forked off by Howard Butler. from the "LASlib" library (the open source code that powers LAStools) and has changed considerably since. You should be able to compile all of "libLAS" and also all of "LASlib" on Ubuntu.

Some parts of LAStools are open source. Some are closed source. The open source LAStools should easily compile on Ubuntu. And by using "wine" you can also use the closed source Windows *.exe binaries on ubuntu. Here are a number of discussion threads in our LAStools user forum for you to peruse:
