[TLF] ISAF plates

I just recently noticed that the ISAF plate on the back of the cockpit of
Lasers which has the number that should be used on the sail does not match
the serial number of the hull. Most of the sailors use the ISAF number on
their sail which is in accordance to the rules. On my own Laser, a 1997
Vanguard Laser Standard, the plate matches the serial number of the hull.
Does anyone know why they (Laserperformance and the ISAF) decided to use
different numbers on the plate and the serial number of each Laser? Just
curious.

Vanguard used to have a link on their home page to look up the sail number based on the hull number.  I don't see anything similar on the Laser Performance website.
