The 15-hour new-license course will certify you for concealed carry, pursuant to the licensing requirements specified by the State of New Mexico.
This two-day defensive firearms course is a combination of classroom and live-fire exercises, covering such topics as firearm safety, safely presenting a handgun from concealment, accurate defensive shooting at single and multiple targets, using movement, cover and concealment, avoiding potential threats and formulating strategies for personal safety outside the home, along with an extensive discussion of Federal, State and local firearms laws.

Refresher
"A licensee shall complete a two-hour refresher firearms training course two years after the issuance of an original or renewed license. The refresher course shall be approved by the department and shall be taken twenty-two to twenty-six months after the issuance of an original or renewed license." (10.8.2 NMAC)
If your new or renewed license was issued between 10/09/2010 and 02/09/2011, completion of the December 9 course will fulfill your refresher requirement.
Renewal
“Concealed handgun licenses shall be valid for a period of four years from the date of issuance, unless the license is suspended or revoked.”
"A licensee seeking renewal of a license shall satisfactorily complete a refresher firearms training course approved by the department that includes at least 4 hours of classroom and firing range instruction on the subjects specified in Subsection A of NMSA 1978 Section 29-19-7. The licensee may file the application anytime from 60 calendar days before the license expires until 60 calendar days after the license expires. If the license has expired, a licensee shall not carry a concealed handgun until he receives his renewed license.” (10.8.2 NMAC)
If your new or renewed license was issued between 10/09/2008 and 02/09/2009, the December 9 course will be within the 120-day window to file for your license renewal.
