Section 3 Program Refinement

I encountered a topic about Program Refinement in last Section 3 exam: what is the reason of program refinement? 

There are choices: A. new survey data  B. client's new idea  C. new goals and objectives  and something else I don't remember

I am not sure it is single choice or multiple choice. If it is single choice, is A the most correct answer?

In the 'Sustainable Sites Handbook', there is a chapter about Program Refinement, but ambiguous:
"During client meeting the team should also identify
additional tasks or research necessary to support program refinement and assign items to
appropriate team members....During program refinement, the project team should work with the client to define the project
direction and potential in greater detail. The opportunities and constraints of the site
should be discussed as well as project goals and performance targets."

Hi Sisi,
I think it would be the client’s new idea that could change/refine the program . Although new site survey data is very important but ultimately it is client’s decision, desire that can make changes to the program. This is what I think.
Let’s see what others think .

All three could a reason to refine a program.  Programming is the result of the site analysis and it can change if new data becomes available.  Similarly, if a client has a new idea, or new goals/objectives arise as the site analysis is performed, then the program should be refined accordingly.  Program evolves, and is not static so all of those factors could influence the refining of a program.

I agree with all of the above. I don't think there's any one answer that's more or less correct than the rest. It would all be circumstantial so I hope the question was 'select all that apply'.

Thank you all for the great discussion. What if the question asks pick only one!  I was wondering if size/project scales will be the factor to answer the question? Let's say a small park vs a bigger park? If it is a big park, maybe new survey data would be more applicable than public comments or clients' new ideas. But maybe if it is a smaller park then user's comments would be the factor vs new survey data since a small park won't
 have that much complication?

Under program refinement title, I found this: During program refinement, the project team should work with the client to define the project direction and potential in greater detail. It may help you find the best answer.
