Gee, Rik,
We have been waiting for you to ask (the last line of your e-mail, below)!
Our project has been documenting all of the endangered sites in Lao and also the joint heritage on the other side of the Mekong. Certainly you have read the articles we have published already on our work in the Vientiane Times and in the Champa Holidays magazine. We're ready now to move to the next level with the list of the sites. So, if you are really going to help and perhaps if the World Monuments Fund is ready to partner with us, then let us know. We've been listing not just the French sites in Vientiane, as you know from our articles, and the many endangered French sites (the last remaining Eiffel Bridge, for example, destroyed at the ASEM site on the Mekong, and the French court house from 1923 that is also endangered and that we noted in an article just a few days ago in the Vientiane Times, that I didn't see noted on the listserve) but from several other periods.
Whom should we contact at the World Monuments Fund for help in listing the many endangered sites and in gaining support in putting signs up at the sites to give them a protected status (part of our project that the government has also approved and on which we could use help)?
Best,
David Lempert, Ph.D., J.D., M.B.A., E.D. (Hon.), Lao Country Representative, Global Village Foundation

Thanks. Yes, indeed, the World Monuments Fund is a place to turn to in order to get some international attention for a threatened cultural heritage site, and potentially support. In fact, I have twice successfully submitted a Lao cultural heritage site, namely the Chom Phet Cultural Landscape in Luang Prabang (http://www.wmf.org/project/chom-phet-cultural-landscape) in 2006 and the Hintang Archaeological Landscape in Houaphanh (http://www.wmf.org/project/hintang-archaeological-landscape) in 2010. Others have managed to get Vat Sisaket listed in 1996 and 1998 and Tam Ting caves in 2006.
For the Chom Phet site in Luang Prabang I had successfully secured funding through the WMF, but due to political problems the project unfortunately never happened.
It may be worth trying to list something in Vientiane, like the museum building and the library, or a group of buildings including the house on the LANITH site. I know some people from the WMF, and they are keen on getting a project going in Laos.
I was considering nominating Souvannakhomkham in Bokeo Province for the 2014 Watch List. Souvannakhomkham, which deserves a dedicated thread on this forum (and this reminds me I need to start one), is a large archaeological landscape with historical layers dating to the Mon-Khmer era and the Lanna period. The threat consist of impact from the Special Economic Zone and Chinese casino in Thon Pheung.
There is no harm in submitting multiple sites from Laos, so if someone feels he/she can put a nomination together for Vientiane’s cultural heritage, it would definitely be worth it. I’d be happy to assist.
Best regards,
Rik
Dear Rik and List
It might be worth considering the World Monuments Fund in some situations.
2014 World Monuments Watch nominations now invited
Deadline for nominations is 1 March 2013.
Every two years, World Monuments Fund (WMF) accepts new nominations to the World Monuments Watch. Nearly 700 sites on all seven continents have been included in the nine Watch cycles since 1996. Watch listing provides an opportunity for sites and their nominators to raise public awareness, foster local participation, advance innovation and collaboration, and demonstrate effective solutions. The announcement of the 2012 Watch was covered by 1000 news outlets in 65 countries, with circulation to over 700 million people worldwide. By capitalizing on the attention raised by Watch listing, local entities have leveraged support for Watch sites totaling over $180 million. WMF has contributed an additional $90 million toward projects at Watch sites in more than 80 countries.
The World Monuments Watch calls international attention to cultural heritage around the world that is at risk from the forces of nature and the impact of social, political, and economic change. From archaeological sites to iconic architecture, cultural landscapes to historic urban centers, the Watch identifies places of significance in need of timely action.
Nominating a site to the Watch is a two-part process. Click here to submit an initial inquiry, after which a username and password will be provided to access the secure Online Nomination Form.
Information about the 2014 World Monuments Watch can be found at the World Monuments Fund website.
Questions about the nomination process should be emailed to World Monuments Fund.
