The Planetary Closure Administration (惑星封鎖機構) is an organization in ARMORED CORE VI FIRES OF RUBICON. The PCA regulates access to Rubicon 3, and has commandeered numerous autonomous C-Weapons left behind by the Rubicon Research Institute after the Fires of Ibis.
The Planetary Closure Administration was established in the aftermath of the Fires of Ibis to permanently seal off Rubicon 3 and prevent another Coral disaster from happening. The PCA's embargo halted all traffic to and from the planet, denying access to outsiders and also stopping any of Rubicon 3's inhabitants from leaving. The Rubiconians later formed the Rubicon Liberation Front in an effort to topple the PCA and re-open their world. Numerous PCA military bases and support facilities were built across Rubicon 3 while the organization monitored for any remaining Coral and searched for Institute City, the lost headquarters of the defunct Rubicon Research Institute, which had been behind the Fires of Ibis. Eventually, the PCA completed the Closure System, an orbital weaponized satellite array that could keep the planet contained more efficiently, and it abandoned all of its obsolete surface facilities. Only units of the PCA Subject Guard remained on the surface to cordon off certain sites, known as "closure areas", that held old RRI structures such as the watchpoints that were used to monitor Coral flows. The PCA also bolstered its forces with C-Weapons, Coral-powered war machines built by the RRI, that it retrieved from Institute City.
Fifty years after the Fires of Ibis, the hacktivist group Branch discovered that the PCA had detected more Coral on Rubicon 3 and leaked the information to the public. Branch then conducted a raid on the PCA's LOC Station 31 in orbit, which succeeded in creating an opening in the Closure System. While the PCA was no longer able to stop megacorporations and independents from landing on Rubicon 3 outright, it was still a powerful military with highly-advanced weaponry, and it continued to enforce the closure areas as the Coral War began. The Coral survey conducted by Balam Industries and Arquebus Corporation was allowed to progress as long as the corps did not overstep their bounds, for the PCA knew that the center of the recent Coral response was located deep inside a closure area: Institute City, beneath Watchpoint Alpha in the Central Ice Field region.
When Handler Walter had Raven destroy Watchpoint Delta in the Belius region, however, a large Coral surge erupted from the Belius's northwest bay area and flowed west toward the Central Ice Field, leading the corps there. With this line crossed, the PCA deployed its suppression fleet worldwide to subjugate the corps and their mercenaries. Despite possessing superior weapons, the PCA did not anticipate the resistance it faced and was soon overwhelmed as Balam and Arquebus forged a temporary ceasefire with each other and launched coordinated attacks on their mutual enemy. The PCA's grip on Rubicon 3 was finally broken by Raven, who managed to destroy the PCA's trump card, the C-Weapon IA-02: ICE WORM, during a joint operation with Balam, Arquebus, and the arms dealer Reuse and Development. The PCA's main force evacuated the planet. Later, the PCA's managing AI, the Enforcement System, was also destroyed as Raven breached the final automated defense mechanisms that the PCA had erected to protect the passage from Watchpoint Alpha to Institute City, where the Coral waited.
The SP are a special forces division of the PCA. They are elite soldiers and among the deadliest troops that the PCA deploy on battlefields. They are sent by the Enforcement System to eliminate priority targets.
Enforcement squads are strike forces made up of rank-and-file PCA troops, and are considered a more serious threat than the Subject Guard. While enforcement squads are usually deployed only for specific missions, they also serve as vanguards for the PCA's suppression fleet.
Outer Shell Security maintains an array of laser-armed geosynchronous satellites above Rubicon 3 that are used to prevent illegal entry to the planet and destroy intruders venturing onto the Outer Shell, the uppermost layer of the numerous megastructures called Grids that tower above the planet's surface.
PCA military forces are managed by the Enforcement System, an AI that analyses situations and responds to threats by issuing orders or authorizing certain actions. This decision-making process is referred to as "rendering verdicts". The Enforcement System bases its verdicts on codes submitted to it by PCA troops.
The main suppression fleet and enforcement units remain in orbit of the planet in case of emergency, while the garrisoned units called SGs (subject guards) are in charge of guarding bases and maintaining security.[1]
