I'm not pretending to have an answer to our overworked justice system or filled to the brim detention centers. I am wondering what needs to happen to deter these CHILDREN from robbing people at gun point. I will venture to say that no one cares what social reform programs are in place when they are staring at a firearm being held by a fifteen year old.
