Crime, Gangs, and Neighborhoods:

What Can We Learn from the Memphis Model?

New York City is often cited for its efforts to successfully reduce serious crime by 75% over the past 19 years; however, medium and small-sized cities simply don’t have the same resources.  The Memphis Police Department’s Blue C.R.U.S.H. strategy, created in partnership with the University of Memphis, developed a successful and cost-effective model that is being used across the country.  In fact, since city-wide implementation of Blue C.R.U.S.H in 2006, violent crime declined by 22.7% in the City of Memphis.

About the Speakers:

Dr. Richard Janikowski

Dr. Richard Janikowski is an Associate Professor in the Department of Criminology and Criminal Justice at the University of Memphis.  The Commercial Appeal named him as one of the ten people to make a major impact in Memphis during the past decade, citing his work with the Memphis Police Department developing Blue C.R.U.S.H (Crime Reduction Utilizing Statistical History), a data-driven strategy that targets police resources in the right places on the right days at the right times.  Among other posts, he is the Principal Investigator for the Memphis Sexual Assault Research Project and is the designated research partner for Project Safe Neighborhoods in Memphis.  Professor Janikowski is also a Senior Research Fellow at the Memphis Shelby Crime Commission and provides research and evaluation support and training to many municipal and county criminal justice agencies.

Dr. Phyllis Betts

Dr. Phyllis Betts is the Director of the University of Memphis Center for Community Building and Neighborhood Action in the School of Urban Affairs and Public Policy.  As an affiliate of the Center for Research on Women (CROW), she has served as Associate Director for Community-Based Research and Partnerships. Her work with CROW focuses on poverty, welfare policy, and workforce development for women, where linkages with the Women’s Foundation for a Greater Memphis, the Memphis Area Women’s Council, and the Memphis Housing Authority’s HOPE VI economic self-sufficiency strategy for former public housing residents use research to drive action. Phyllis is also a Research Fellow with The Urban Child Institute and chairs the Shelby County Infant Mortality Initiative Data Committee.
